Premiere Pro Maximum File Size Export: How to Set It

Premiere's export settings can cap the size of the file you are about to render. This walks through turning that cap on, plus the part almost no tutorial mentions: Adobe's own reference lists four situations in which the size numbers it shows you are not to be trusted. You need a sequence ready to export and a target size from whatever you are delivering to.

Before you start

Get the target number from the destination, not from Adobe. Adobe describes the feature as being for platforms with size rules — but the export pages cover Adobe's controls, not other companies' upload limits. Look up the current figure on the destination's own help pages before you type anything into Premiere.

Do not go looking for a recommended bitrate in Adobe's docs. The export settings references explain what bitrate is and what each encoding mode does; they do not hand you a number for a given resolution. Any "use 12 Mbps for 1080p" rule you have seen is someone's rule of thumb, not Adobe's.

Step 1: Pick a preset that can estimate a size

The Maximum File Size checkbox is not universally available. Adobe's wording: "This option is available for presets that allow for estimated file sizes."

So if you cannot find the control, the preset you selected is the reason — switch to one that reports an estimated size and it appears. For the exact panel location in your version, check the official documentation; Adobe has moved these panels between releases.

Step 2: Turn it on and enter your ceiling

Adobe describes what the option does in one sentence: "Select this option to set the Maximum File Size for the exported video. This option is available for presets that allow for estimated file sizes. However, longer files will be exported with a modified bitrate to match the file size. This feature is useful for export destinations such as YouTube that specify file-size limits."

Read the third clause carefully, because it is the whole mechanism. Nothing is being trimmed or re-packed — the bitrate is being moved to make the arithmetic work. A long timeline squeezed under a small ceiling gets a lower bitrate across the whole thing. That is a quality decision you are making by proxy, and the longer the sequence, the bigger the decision.

Step 3: Read the Estimated File Size line for what it actually is

Next to that setting sits a predicted size, and Adobe qualifies it plainly: "Estimated File Size is a rough estimate based on a constant bit rate video without audio or metadata."

Three exclusions in one sentence. The estimate assumes a constant bit rate, it leaves out your audio, and it leaves out metadata. If you are exporting variable bitrate H.264 with a stereo mix, the number on screen was calculated for a file that is not the one you are making.

Step 4: Choose CBR or VBR on purpose

This is where the estimate gets better or worse. Adobe's definitions:

"CBR (Constant Bit Rate) | Sets a constant value for the data rate. This option can shorten export times but may impact the quality for more complex frames."

"VBR (Variable Bit Rate) | Dynamically adjusts the data rate based on the complexity of the video/audio signal. This option produces higher overall quality at smaller file sizes but may increase export times."

And then the caveat that makes the choice concrete: "Neither the Estimated File Size nor the Maximum File Size values work particularly well with very small target file sizes, variable bit rates, or audio-only media."

The practical reading: if the export has to land under a hard ceiling and being a little larger than necessary is fine, CBR is the predictable one — it is also what the estimate was computed for. If picture quality per megabyte matters more than hitting an exact number, take VBR and verify the result on disk. With VBR you also get a Maximum Bitrate control, which Adobe describes as setting "the minimum & maximum values allowed during VBR encoding."

Step 5: If the ceiling is small, change frame size instead

The same Adobe sentence flags "very small target file sizes" as a case the feature handles poorly. When the ceiling is tight, squeezing the bitrate alone is the wrong lever — resolution is the other one. Adobe's Frame Size menu lists common sizes from 4K down through SD, with the caveat that "Some formats and codecs only support a limited range of frame sizes."

There is also a shortcut worth knowing. Premiere ships adaptive Match Source presets for H.264, and Adobe says: "These presets will match most settings to the source and also adjust the bitrate based on the source's frame size. This allows for higher quality video while maintaining smaller file sizes and export times."

Step 6: Check the real file, every time

Two more lines from the same reference explain why this step is not optional: "Depending on formats, real sizes may vary significantly." And: "Including metadata may increase the file size beyond the Estimated File Size shown."

So the file on disk can exceed the estimate you were shown, by a mechanism Adobe names outright. Check the size in your file browser before you upload, not the number Premiere displayed before rendering.

Common mistakes

  1. Treating Maximum File Size as a guarantee. Adobe's own hedge is "In some cases, Maximum File Size will be honored by adjusting bit rates to stay below the maximum file size limit." In some cases — not all.
  2. Using it on an audio-only export. Audio-only media is named in the same list of things these values do not handle well.
  3. Ticking Maximum Render Quality to help. It does not shrink anything. Adobe: "This option is only useful when exporting to a different frame size. If you're exporting at the same frame size as your source media, leave this setting deselected."
  4. Raising the audio sample rate. Adobe is direct about this: "Exporting at a higher sample rate does not improve quality and requires resampling which can increase export times" — and higher sample rates require larger files.
  5. Lowering Key Frame Distance to save space. It does the opposite. Adobe: "In general, a lower keyframe value results in a higher-quality video but may increase file size."

FAQ

Where is the Maximum File Size option in Premiere Pro? It sits in the export settings next to the estimated size readout, and only for presets that support an estimated file size. If the checkbox is missing, change the preset. For the exact panel in your build, check the official documentation.

Does Maximum File Size guarantee my export stays under the limit? No. Adobe's phrasing is that in some cases it will be honored by adjusting bitrates, and that real sizes may vary significantly depending on the format. Confirm on disk.

Why is my exported file bigger than the Estimated File Size? Because the estimate excludes things your file contains. It is computed for constant bit rate video with no audio and no metadata, and Adobe notes that including metadata may push the file beyond the shown estimate.

Why does it miss more on small targets? Adobe names very small target sizes, variable bit rates and audio-only media as the three cases where neither value works particularly well. Small ceilings are better served by dropping frame size than by forcing the bitrate down.

What bitrate should I use for 1080p? Adobe's export references do not give one. They explain CBR, VBR and one- versus two-pass encoding and leave the number to you — so treat any specific figure you find as someone's preference, and let the destination's requirements decide.
